What is PADGETS about?

The objective of PADGETS is to implement a prototype service for policy makers that utilizes social media technologies and techniques to boost public engagement, enable cross-platform publishing, content tracking and provide decision support. Through the PADGETS platform, policy makers are capable of disseminating their policy messages through multiple social media simultaneously, using a single integrated interface. They are able to reach large user groups in these platforms and collect their feedback, by keeping track of and analysing users’ reactions to the policy message.

PADGETS Pilots

 

PADGETS Pilot in Greece, with the support of Greek Members of the European Parliament
PADGETS toolset is utilized by a number of Greek MEPs to gather citizens' feedback and promote the debate on issues that are on top of the European Parliament's agenda. The pilot campaigns are focused on issues of European scope that attract Greek interest widely (ecology, immigration, finance, etc) 

PADGETS Pilot in Italy, with the support of Piedmont Region
The pilot is focused on allowing local administration policy makers to gather  and analyse citizens' responses to the planned regional implementation of telemedicine, in Piedmont Region. 

PADGETS Pilot in Slovenia, with the support of the Centre for eGovernance Development
The campaign in Slovenia is focused on the Immigration and the Anti-Counterfeiting Trade Agreement (ACTA). PADGETS will be used by Slovenian Members of European Parliament to publish information and track citizens' 
opinion in European policies.

PADGETS @ Samos 2013 Summit on Digital Innovation for Government, Business and Society - Friday, June 28, 2013

The 4th Samos Summit on Digital Innovation for Government, Business and Society will be held in Samos, Greece on July 1 – 5, 2013. Main topics of the Samos 2013 Summit include: Policy modeling, Collaborative Governance, Collective awareness platforms, Big, Open and Linked Data, Complex societal problem solving, Digital enterprise and Factory of the Future, Digital youth entrepreneurship, Horizon 2020 programme. This year, Samos Summit will also include the 1st International Summer School on Open and Collaborative Governance.

The Summit offers an unprecedented opportunity to see, interact with and influence cutting-edge European ICT research projects and initiatives.  Attended by high caliber experts from research, administrations and enterprises, the Samos 2013 Summit focuses on the newest developments of Information and Communication Technologies and innovative applications in the context of the public and private sector. 

The Samos 2013 Summit is co-organised by the University of Aegean, the Greek Interoperability Centre of the National Technical University of Athens, the ENGAGE eInfrastructures project on Open Data, the NOMAD and PADGETS projects on Social Media policy making (co-funded by the European Commission). 

The Samos 2013 Summit is held in Doryssa Hotel, in Pythagorion, Samos on 1st – 5th July 2013. 

In conjunction with this year’s Summit, the Summer School on Open and Collaborative Governance from 1st – 6th July in Doryssa Hotel, offers the possibility to younger members of the research community to enjoy tutorials, project workshops and experts panels on how ICT transforms governance and policy making.

PADGETS in the top-10 Policy Making 2.0 applications worldwide - Thursday, June 20, 2013

The PADGETS project was nominated among the 10 best Policy - Making 2.0 applications, in the international competition organised by the CROSSOVER project and presented at the International Conference on Policy Making 2.0 in Dublin, June 17 and 18, 2013.

The competition targeted policy-making 2.0 applications making the best use of technology to improve the design, delivery and evaluation of Government policy, with a focus on implementation that can show a real impact on policy making, either in terms of better policy or wider participation. 

The policy-making 2.0 technologies showcased by the competing applications included:

  • Open and big data
  • Visual analytics
  • Modelling and simulation 
  • Collaborative governance and crowdsourcing
  • Serious gaming
  • Opinion mining

PADGETS combines social networking interoperability,  social media analytics, opinion minining and simulation techniques, to enable policy makers in managing on-line campaigns towards reaching  justified decisions. Cizens participate in various modes and forms with the assistance of web based and mobile applications, that support several types of behaviour.

 
PADGETS at the International Conference on Policy Making 2.0 - Wednesday, June 05, 2013

PADGETS project is going to be presented at the International Conference on Policy Making 2.0 on the 17th and 18th of June 2013 at Trinity College, Dublin, Ireland. The Crossover project, together with UNDP, the Democratic Society and EurActiv, is organizing a conference, exploring the emerging technologies and trends that are changing the way policy is made. Policy-making 2.0 refers to a blend of emerging and fast developing technologies that enable better, more timely and more participated decision-making in government. The aim of the conference is to cross-fertilize projects to support community building and to learn from each other. Over these two days many topics will be discussed including: open and big data, visual analytics, modeling and simulation, collaborative governance and crowdsourcing, serious gaming, and opinion mining. 

There will also be a chance to submit an application for the Policy 2.0 prize. It’s goal is to raise awareness and consolidate the community about a new set of tools to support policy making, such as open and big data, visualization, opinion mining, collaborative governance, modeling and simulation, serious gaming. The event is free and open to anyone with an interest in 21st century policy making.

 
PADGETS at Transforming Government Workshop 2013 (tGov2013) - Thursday, May 30, 2013

The workshop which was held at Brunel University – London (UK), on April 22-23, 2013, aimed at providing a common platform for academics and practitioners to discuss original research highlighting issues related with technical, organisational, managerial and socioeconomic aspects of both (e) and (t)-Government implementation and adoption.

During his talk, Enrico Ferro (POLITO) presented the main results of the Italian pilot conducted in the framework of PADGETS.

PADGETS presentation at Faculty of Social Sciences, University of Ljubljana - Tuesday, April 30, 2013

Centre for eGovernance Development (CeGD) was invited to present practical cases of ICT projects to students of internet practicum module on Faculty of Social Sciences, University of Ljubljana on March 29, 2013. Anja Polajnar from CeGD presented PADGETS project and PADGETS application to students of Communication science and their supervisor. Also the practical use of PADGETS platform was shown to the students. There were around 30 students who expressed great interest in new technology which enables them communication with policy makers via social media platforms. Students and the supervisor also expressed that PADGETS was easy to use and that they will use it in the future for direct communication with policy-makers.

 
PADGETS at Conference PA 140 - Monday, April 15, 2013

The conference which was held in Torino, Italy, on March 7, 2013, organized by the Piedmont Regional Council was centred on new forms of Government 2.0 enabled by the systematic exploitation of Social Media. In the afternoon session devoted to best practices, Michele Osella (POLITO) presented key results of the PADGETS pilot held in Piedmont Region in collaboration with “Formazione 2.0” project. During his pitch, he touched upon methodological approach underpinning PADGETS endeavour, quantitative figures generated by the campaign, policy takeaways and next steps in the local Government 2.0 journey. The event sparked general interest from the audience, in particular with reference to the novel “Gov 2.0” paradigm embraced by Piedmont Region during the PADGETS campaign as well as appreciation from discussants for the attempt of PADGETS approach to make sense of the deluge of data generated by Social Media engagement. Moreover, there was widespread optimism for future participatory initiatives leveraging the consolidated approach in other policy fields.

PADGETS at IT-SA Exhibition 2012 - Thursday, October 25, 2012

PADGETS was presented in the IT-SA exhibition on October 16th-18th 2012 in Nuremberg, Germany. IT-SA Nuremberg, the onlyspecialist trade fair focusing on IT security in the German-speaking world, allows an exchange of information between IT experts, as an information and presentation platform. The trade fair is amongst the most important IT security events in the world. It is the point of contact for responsible project managers, developers, practitioners and managers of national and international companies. 

In 2011, 5804 specialist visitors, as well as more than 1000 employees of exhibiting companies every day and a variety of representatives of the media, used the dialogue platform it-sa to obtain and exchange comprehensive information relating to IT security. 322 companies presented their products and services.

PADGETS at Social Media Week Panel - Tuesday, October 16, 2012

The panel which was held in Torino, Italy, on September 28, 2012 was centred on the relationship between Public Administrations and Social Media. PADGETS pilot held in Piedmont Region has been presented by outlining key figures and by collecting policy takeaways. The speaker line-up included, besides Michele Osella (POLITO), a representative of the Regional Public Health Department and two executives of the Piedmontese Consortium for Information Systems (public consortium leading the joint project “Formazione 2.0”).

PADGETS at Samos 2012 Summit on Open Data and Interoperability for Governance, Industry and Society - Monday, September 24, 2012

More than 80 high level ICT experts and decision makers from 20 Countries particpated in the international Samos 2012 Summit on “Opean Data and Interoperability for Governance, Industry and Society”, that took place from the 2nd to the 6th of July 2012 in the island of Samos.

The 2012 Summit on Open Data and Interoperability was co organised by the Uiversity of the Aegean, The Greek Interoperability Centre of the National Technical University of Athens, the ENGAGE eInfrastructure project (co funded by the Europan Commission) and the ENSEMBLE Support Action (under the auspices of the Future Internet Eterprise System (FinES) cluster of DG Connect), in order to foster international cooperation and strive for a new research and practice agenda in open data, collaborative governance, enterprise Interoperability and future internet systems.

With an emphasis on Open Data, Interoperability and new Participative Governance Model for the public sector, the enterprise and within a connected inclusive society, the Samos Summit was a first class opportunity to see, interact with and influence cutting edge European ICT research projects and initiatives.

The Samos summit was attended by more than 20 Countries, representing research and and development centers of Google, IBM, Microsoft, Intrasfoft International, Engineering, TXT, Whitehall Reply, Athens Technology Centre, fraunhofer, Poznan supercomputing centre, Cycorp and more. Representatives from several collective bodies and organisations joined the discussions and workshops of the summit, including W3C, ISA (European Commission unit for Interoperability), EGI (European grid infrastructure) the Hellecin Parliament amd Greek, Austrian, Slovenian, Spanish, italian public sector and eGovernment units.

The Key message of the Summit, as presented in the Samos Declaration, put the emphasis on the following actions:

  • Raise the legal and administrative barriers which prevent the spreading of open data.
  • Support research on metadata, core vocabularies and visualization, as new ways of discovering and using open data.
  • Promote innovation and entrepreneurship on open data applications for the public.
  • Support open data use by science, in a global effort to reach evidence based decision making on societal problems.
  • Promote scientific approaches in solving Interoperability issues, and especcially the Interoperability Scientific Foundations.
  • Strive for open data and “interoperability “Killer – apps”, in order to illustrate the power of ICT tools towards wider audiences.
  • Foster collaboration among scientific communities, industry, SMEs, public sector and citizens, towards an ecosystem where the immense potential of open, interoperable data will be exploited.

The above wishes and wills of the ICT research community have been endorsed by numerous members of the community.

First launch of PADGETS pilot in Slovenia - Thursday, July 12, 2012

CeGD in cooperation with Institute for eParticipation coorganized a press conference about first launch of PADGETS in Slovenia which was held in the House of European union in Ljubljana on Friday 29 June 2012.  Ms Tanja Fajon, MEP and Ms Romana Jordan, MEP expressed their support and cooperation at the Padgets pilot which is run by CeGD in Slovenia. Mr Blaž Golob presented the importance and significance of the Padgets project for diminishing of democratic deficit in European union.

PADGETS: Workshop “Decision Support Systems for Policy Makers” - Monday, April 30, 2012

The daily workshop took place at the headquarters of Piedmontese Consortium for Information Systems in Torino, Italy on April 12, 2012. The aim of the event was to provide a glimpse of international best practices in the field of Business Intelligence for public sector. In the session devoted to analytics for policy making Michele Osella (POLITO/ISMB) presented the PADGETS project blueprint focusing on the role played by the Decision Support Component in supporting policy makers’ everyday life both as “tableau du bord” and as simulation tool.

Smau is the leading Italian event about Information and Communication Technology for business. During this event which was held in Rome, Italy on April 21, 2012, discussion about the implementation of some use cases taken from the PADGETS platform has taken place. 13th Bled Forum on Europe Foresight Conference - Monday, April 09, 2012

Bled Forum on Europe is an international think-tank gathering that promotes knowledge-based governance, the use of future studies and foresight in policy making and business processes. The participants of this year's conference, held at Bled, Slovenia from March 29th to March 30th 2012, discussed the theme that Europe could offer much more than just 2020 Agenda objectives, namely Smart, Inclusive and Sustainable. It focused on Europe beyond EU Agenda 2020; Enabling Prosperity for Balkans; Contribution of Turkey to the Future of Europe; and Danube Region Development. Mr. Blaž Golob, Chairman of Bled Forum, highlighted the objectives of the conference, namely exchange of visions, project initiatives and business solutions between various stakeholders, highlighted the importance of cooperation and future vision building in the Danube and Balkan region for building of prosperity, and highlighted the recent progress of Turkey.

PADGETS partner Tech4I2, was invited at the Internal strategic seminar about innovative stakeholders engagement at DG INFSO on November 21st 2011 in Brussles, Belgium. David Osimo presented PADGETS to DG INFSO social media team, communication team and Digital Agenda Unit as well as to Practitioners and consultants. The presentation sparked a lot of interest and possitive feedback on twitter.

 
PADGETS at the Torino Software and Systems Meeting - Friday, November 25, 2011

PADGETS partner POLITO, was invited to talk about PADGETS at the Torino Software Meeting in Italy on November 18th 2011. Enrico Ferro presented the project at a workshop on collaborative environments within the Turin Software Meeting initiative. He presented PADGETS to ICT Companies & Researchers. PADGETS at IT-SA Exhibition - Friday, October 21, 2011

PADGETS was presented in the IT-SA exhibition on October 11th-13th 2011 in Nuremberg, Germany. PADGETS at the 10th anniversary of the IT-Speicher Regensburg - Monday, September 26, 2011

On September 21st 2011, PADGETS partner UREG participated in the 10th anniversary of the IT-Speicher Regensburg, which is a municipal enterprise belonging to the City of Regensburg to support the IT sector in the Upper Palatinate region. Part of the event has been a company exhibition, comprising of 35 companies and research units related to the IT-Speicher. UREG participated in this exhibition with a poster presentation.

 
PADGETS at IFIP EGOV 2011 Conference - Friday, September 09, 2011

PADGETS participated in the conference which was held on August 29th –September 2nd 2011 at Delft University of Technology, The Netherlands. The conference brought together the top of the scientific research community in e-government from all over the world. The conference provided a highly interactive and professional forum for exchanging research concepts, progress and results. As in the past, IFIP EGOV featured refereed paper presentations, invited keynote presentations, high-level discussion panels, workshops and a PhD Colloquium. Among them, the workshop entitled “Open Government: Contributions from Current EC-funded Projects to Citizen Participation, Good Governance and Collaborative Policy Development” was organised, during which the PADGETS contribution was outlined.

Samos 2011 Summit on “Future Internet: the power to change society” - Friday, July 01, 2011

PADGETS at ESWC Workshop on " Semantics in Governance and Policy Modelling" - Friday, June 10, 2011

PADGETS participated at the workshop which was held on May 29th - June 2nd 2011 in Heraclion, Greece. The workshop was targeting novel approaches, methods, practices and tools for turning the public information overload into an opportunity for Governance and Policy Modelling with the help of semantics, open data and Public Sector Information reuse, linked data and visual analytics. Specific importance was placed in multidisciplinary approaches, combining theoretical policy making methodologies, advanced ICT and Government 2.0 collaboration practice.

PADGETS at W3C/PrimeLife Federated Social Web Europe Conference 2011 - Friday, June 10, 2011

NTUA and FOCUS from PADGETS Consortium participated and presented the project at an open event on Social Web interoperability, standards and privacy, organized by W3C on June 3rd-5th 2011, in Berlin, Germany. The project was promoted through the conference's wiki and sparked a lot of interest.

 
1st PADGETS Review Meeting - Friday, March 11, 2011

The 1st Review Meeting (12M) of the PADGETS project will take place in Brussels, Av.Beaulieu BU 31 0/82, on March 18th 2011, 10:00-17:00. 4th PADGETS Meeting - Thursday, February 24, 2011

The 4th PADGETS Meeting will take place in Bled, Slovenia, at Golf Hotel, on March 3rd-4th 2011 hosted by CeGD.

The meeting will be held in conjuction with the 12th Bled Forum on Europe, Foresight Conference on "Governance of Fear and Prosperity". One of the main objectives of the 12th Bled forum on Europe conference is to contribute to further advancement of information society and knowledge based good governance (policy making) in Europe and especially in south Eastern European countries.

PADGETS at IT-SA Exhibition - Monday, October 25, 2010

The IT-SA exhibition which was held on 19th-21st October 2010, in Nuremberg, Germany, provided an excellent platform for presenting PADGETS, with a strong focus on the security and privacy aspects of the project. The exhibition facilitated the exchange of results between research and practice and thereby enhances the adoption of best-practices especially in the field of privacy.

PADGETS at CeBIT Exhibition - Monday, March 08, 2010

PADGETS participated in the CeBIT Exhibition, which was held on 2nd-6th March 2010, in Hannover, Germany. During the CeBIT Expo the PADGETS project's main ideas and goals were presented. The objective of presenting the project at a very early stage (2 months after project kick-off) was to raise early public awareness of the project and to get in contact with potential stakeholders and partners that are willing to exploit the project's results.
